The U.S. Immigration and Customs Enforcement (ICE) agent who fatally shot 37-year-old Renee Nicole Good during an immigration enforcement operation in south Minneapolis has been identified as Jonathan Ross, multiple news outlets reported Thursday.
Ross, described by federal officials as an "experienced" deportation officer based in the agency's St. Paul field office, fired the shots that killed Good on January 7 amid a large-scale federal operation in the Twin Cities area. Court records indicate Ross, 43, was previously injured in June 2025 when dragged by a vehicle during an arrest attempt in Bloomington, Minnesota, requiring over 50 stitches.
The shooting occurred around 9:30 a.m. on Portland Avenue near East 34th Street in the city's Central neighborhood. Good, a U.S. citizen and mother of three who had recently moved to Minneapolis, was driving a maroon Honda Pilot when agents approached her vehicle. Bystander videos show agents surrounding the car and issuing commands, including one audible order to "get out of the fucking car." As Good attempted to maneuver away, Ross fired three shots, striking her in the head. She was pronounced dead at Hennepin County Medical Center.
The incident unfolded during what the Department of Homeland Security (DHS) called its "largest immigration enforcement operation ever," deploying thousands of agents to the Minneapolis-St. Paul area. Federal officials, including DHS Secretary Kristi Noem and President Donald Trump, have defended the shooting as self-defense, claiming Good "weaponized" her vehicle in an attempt to run over agents—an act described by some as "domestic terrorism." Vice President JD Vance echoed this, stating Ross deserved "a debt of gratitude" given his prior injury.
However, local leaders and eyewitness accounts sharply contradict this narrative. Minneapolis Mayor Jacob Frey, after reviewing video footage, called the self-defense claim "bullshit" and demanded federal agents "get the fuck out of Minneapolis." Minnesota Governor Tim Walz labeled the shooting "totally avoidable" and criticized federal interference in a state investigation. Bystander videos do not show any agent being struck or dragged, and several reports note Ross appeared uninjured immediately after firing.
Good's family described her as a compassionate poet, writer, and devoted mother with no history of activism or criminal involvement beyond minor traffic violations. Her mother told reporters Good was "one of the kindest people I’ve ever known" and was not protesting but simply in the area after dropping off her young son at school.Protests erupted in Minneapolis and other cities following the shooting, with memorials growing at the scene. The FBI has taken sole control of the investigation, barring state agencies like the Minnesota Bureau of Criminal Apprehension from full access—a move criticized by local officials.
The identification of Ross comes from sources familiar with the case, court documents, and confirmations from outlets including the Minneapolis Star Tribune, FOX 9, and The Intercept. DHS has not officially named the agent and declined comment on his identity.
As tensions rise over federal immigration tactics in the city, calls for transparency and an independent probe continue to mount.
