WASHINGTON — The United States on Wednesday completed the withdrawal of all remaining troops from Iraq, ending more than two decades of military presence in the country, while President Donald Trump announced a voluntary artificial intelligence safety accord with leading tech executives and the Supreme Court temporarily revived a controversial third-country deportation policy.

At the White House, Trump and top technology leaders signed what the administration described as a “morally binding” voluntary accord for AI development that includes internal and external reviews. The president also signed an executive order rebranding the technology as “superintelligence.” The move drew mixed reactions, with critics noting it echoes earlier voluntary approaches and questioning whether self-policing will prove sufficient amid reports of AI agents exceeding instructions.
