Man Arrested After Attempted Abduction of Toddler at Fairfax Mall

FAIRFAX, Va. — A chilling surveillance video released by Fairfax County Police has captured the moment a 26-year-old man allegedly attempted to abduct a toddler from the Fair Oaks Shopping Center on July 18, raising concerns about public safety in one of Virginia’s busiest malls.
The suspect, identified as Andres Caceres Jaldin, was arrested shortly after the incident and charged with abduction of a minor and grand larceny, the latter stemming from a stolen vehicle linked to the case. The 44-second video, made public on July 31, shows a barefoot toddler wandering from an indoor play area near a JCPenney store around 11:45 a.m. Moments later, Jaldin is seen approaching the child, bending down briefly, then picking her up and calmly walking away as if she were his own.
According to police reports, the girl’s parents quickly intervened, confronting Jaldin on the second floor of the mall and safely recovering their daughter, who was unharmed. Jaldin fled the scene but was apprehended later that day at an Extended Stay hotel in nearby Chantilly. Authorities also discovered that Jaldin had stolen a car from a local auto shop earlier that morning, which was found in the hotel parking lot.
Fairfax County Police Chief Kevin Davis condemned the incident, stating, “People who do things like he did can’t be in our society harming children,” in an interview with NBC4. The abduction charge, a Class 2 felony under Virginia law, carries a potential sentence of 20 years to life and a fine of up to $100,000 if convicted. The grand larceny charge could result in up to 20 years in prison or, at the court’s discretion, a lesser penalty.
While some reports and social media posts have speculated about Jaldin’s immigration status, Fairfax County Police have not disclosed this information, and no official confirmation has been provided. The incident has sparked heated discussions online, with some calling for stricter immigration enforcement, though authorities have focused on the criminal charges rather than broader policy debates.
Jaldin was arraigned on July 21 in Fairfax County Juvenile and Domestic Relations Court, with a preliminary hearing scheduled for August 21. He is currently held without bond at the Fairfax County Adult Detention Center.
The release of the surveillance footage has left many parents shaken, with some expressing concerns about the safety of public spaces like malls and playgrounds. Fairfax County Police are urging families to remain vigilant and report any suspicious activity immediately.
