Kristi Noem Moves to Third Role in Trump Administration After Special Envoy Status Expires
WASHINGTON — Former Homeland Security Secretary Kristi Noem has transitioned into a third position within the Trump administration, now serving as a senior adviser at the State Department after her designation as special envoy for the Shield of the Americas expired last month, officials confirmed. She continues to work on the same Western Hemisphere security portfolio.
A State Department official told CNN and other outlets that “Kristi Noem’s envoy status expired last month and she is no longer in the role. She is now a Senior Advisor to Deputy Secretary Landau and continues to work on the Shield of the Americas portfolio.” Noem had previously reported to Deputy Secretary of State Christopher Landau in the envoy capacity. Noem posted on X that the special envoy role “was always a six-month appointment.”
Noem began the year as secretary of Homeland Security, a role she assumed after Senate confirmation in January 2025. President Donald Trump removed her from the Cabinet in March 2026 amid controversies that included scrutiny of her leadership of immigration enforcement efforts, a costly advertising campaign featuring her, and questions involving top aide Corey Lewandowski. Trump simultaneously announced she would become special envoy for the Shield of the Americas, a new initiative focused on security cooperation, anti-cartel efforts, and related issues involving the United States and countries in Latin America and the Caribbean. As special envoy, Noem participated in meetings with regional leaders, including discussions with Ecuadorian President Daniel Noboa and engagements on the sidelines of the United Nations General Assembly. During a Shield of the Americas gathering last month, Trump publicly thanked her, saying, “I want to thank Kristi Noem for doing a really terrific job.” Her public profile in the administration has been lower since leaving the Cabinet.
The shift marks the third title Noem has held in the administration this year, following her Cabinet post and the temporary envoy designation. The Shield of the Americas coalition involves cooperation on economic matters, organized crime, drug trafficking, and intelligence sharing. State Department spokesman Tommy Pigott confirmed the expiration of the envoy status while noting her continued advisory role. The administration has not publicly named a replacement special envoy.
Noem, the former governor of South Dakota, had been one of the more visible figures in the early months of the second Trump term, particularly on border and immigration issues. Her transition comes amid a period of broader personnel movement in the administration weeks before the midterm elections.
