Where is the shooter? It took, what, 2 months to find the killer of a D.C. intern in D.C. Because the local police there didn't feel like doing their jobs. But that is how equity works when they know that the judges won't lock them up anyway. You just get a large group of people who don't do anything because there is nothing you can do about it anyway because nobody is doing their jobs.
