Officials stressed that the action was not an ICE immigration sweep or mass deportation raid but rather the service of court-authorized search warrants stemming from alleged criminal activity, potentially related to fraud, identity theft, or employment-related violations (though specifics on the charges remain undisclosed as the investigation continues).



However, the raids sparked immediate confusion, fear, and protests in communities, with many onlookers and workers initially believing it was an immigration enforcement operation due to the presence of armed federal agents—some wearing masks and tactical gear—and reports of employees being questioned about their immigration status or documentation. Eyewitness accounts and social media videos showed agents detaining at least some individuals at certain locations, including a married couple at one Phoenix site according to an immigration attorney. Protesters gathered outside multiple Zipps venues, with reports of pepper balls deployed at the Tempe location near Arizona State University and claims of pepper spray used on demonstrators as agents departed one site.


A Department of Justice spokesperson reiterated that the effort focused on criminal probes rather than broad immigration enforcement, and no official confirmation has emerged of widespread arrests tied specifically to immigration violations from this action. Community groups and local media noted heightened anxiety amid ongoing rumors and reports of increased ICE activity in the Phoenix area since early 2026, including prior sightings, traffic stops leading to detentions, and charges against 150 individuals for immigration-related criminal conduct in the week of January 17–23.
