PORTSMOUTH, Va. — May 6, 2026 — Federal agents with the FBI executed search warrants Wednesday morning at the district office of powerful Virginia state Sen. L. Louise Lucas and a cannabis retail business she co-owns, as part of an ongoing federal corruption investigation.


Lucas, the 82-year-old President Pro Tempore of the Virginia Senate and a longtime Democratic leader, arrived at her Portsmouth office during the raid but told reporters she had “no idea what’s going on,” according to local news footage. She was not arrested and was back home by midday, her longtime political consultant confirmed.


The FBI confirmed it was “executing a court-authorized federal search warrant in Portsmouth” but provided no additional details on the target or scope of the probe. Officials emphasized there is no threat to public safety and that the investigation remains active.


Law enforcement activity was also reported at the nearby Cannabis Outlet, a marijuana retail business co-owned by Lucas. Multiple sources indicate the searches may involve up to 10 locations across Virginia and could relate to allegations of bribery, influence peddling, or issues tied to the state’s marijuana industry — an area in which Lucas has been a vocal advocate for legalization.


The raid comes months after Lucas played a leading role in Virginia’s contentious redistricting process. As a key architect of new congressional maps approved by voters in an April referendum, she helped draw boundaries widely viewed as advantageous to Democrats, potentially flipping up to four seats in upcoming elections. Her outspoken style, including sharp social media exchanges with national Republicans, has made her a polarizing figure in state politics.


No charges have been filed against Lucas or any associates as of late Wednesday afternoon. The senator’s office did not immediately respond to requests for comment, and local Portsmouth police said they were unaware of the investigation prior to the FBI’s actions.


The development marks a significant escalation in what federal sources describe as a long-running probe. Lucas, first elected in 1992, is one of Virginia’s most senior lawmakers and a close ally of Gov. Abigail Spanberger.
