President Joe Biden is reportedly contemplating commuting the sentences of most, if not all, of the 40 men currently on federal death row. According to The Wall Street Journal, the move has been recommended by Attorney General Merrick Garland, who suggested commuting all but a few particularly egregious cases. Notable exceptions might include individuals like Dzhokhar Tsarnaev, Robert Bowers, and Dylann Roof due to the nature of their crimes. The decision could potentially be made by Christmas, although no final decision has been confirmed by the White House at this time. The commutation would mean these individuals would serve life sentences without parole instead of facing execution.
Dzhokhar Tsarnaev: Dzhokhar Tsarnaev, along with his brother Tamerlan, was responsible for the 2013 Boston Marathon bombing, where they planted two pressure cooker bombs near the finish line, killing three people and injuring hundreds. Following the bombings, they killed MIT police officer Sean Collier during an attempt to steal his weapon and engaged in a shootout with police, which resulted in Tamerlan's death and Dzhokhar's eventual capture.
Robert Bowers: Robert Bowers committed the deadliest anti-Semitic attack in U.S. history on October 27, 2018, when he opened fire at the Tree of Life Synagogue in Pittsburgh, Pennsylvania. Armed with multiple firearms, including an AR-15 rifle, he killed 11 Jewish worshippers and wounded others during a Shabbat service, expressing anti-Semitic rhetoric and hatred before and during the attack.
Dylann Roof: Dylann Roof carried out a racially motivated mass shooting on June 17, 2015, at the Emanuel African Methodist Episcopal Church in Charleston, South Carolina. He entered the church posing as a participant in a Bible study, then opened fire on the congregants, killing nine Black parishioners with the intent to start a race war. Roof confessed to his actions and was convicted on multiple counts, including hate crimes resulting in death.
