PHOENIX — Arizona is waking up to a busy Thursday with multiple developing stories dominating headlines across the Valley and beyond. From a major brush fire making containment progress in the West Valley to fresh public-health concerns and a contentious vote at Phoenix City Hall, here’s what Arizonans need to know right now.

Fire crews reported significant overnight progress on the Hazen Fire burning south of Buckeye. The blaze, which had swelled to more than 1,000 acres, is now 78 percent contained. Officials say challenging terrain continues to slow full suppression efforts, but no structures have been lost and no serious injuries have been reported. Smoke from the fire remains visible across parts of the West Valley this morning.

Health officials are also tracking two separate but serious public-health developments. An Arizona resident who recently returned from a cruise ship is being monitored in connection with a hantavirus outbreak that has already affected passengers. At the same time, Maricopa County confirmed three new measles cases with local exposure sites identified in the East Valley, primarily in Mesa. County health leaders are urging residents to check vaccination records and avoid public exposure locations if they are unvaccinated or immunocompromised.

In city government news, the Phoenix City Council voted 6-3 late Wednesday to approve new restrictions on food giveaways and certain medical services in city parks. Supporters say the ordinance will improve park maintenance and public safety; opponents argue it unfairly targets homeless residents and volunteer aid groups. The measure takes effect in the coming weeks and is already sparking debate across the metro area.Other top stories making headlines today:
